The strakes are stiffened with the white. Then that is bonded into the hull structure via another layer of Cloth cut into strips. Then some plywood panels are laid down for, I presume, floors.
4 strakes to a side, that's a bunch. I will go out on a limb (my usual perch) and guess this is a freshwater fishing boat. Looks like there is some bulk structure between the hull surface and the floor. Hard to see if this is simple foam blocks for flotation or a more complex stringer grid.
