140 HP on a 19foot boat vs 350 LBs is going to be a struggle waterskiing.
Pictures of a "puncture boat" available? not sure what that is, or what an inboard detachable engine is? Is it really an outboard engine?
I know that my 180 HP V6 inboard/outboard (Also known as a Stern Drive) in an 18 foot boat would work getting me up on 1 ski at about 200 LBS, but really struggled at higher elevations trying to get two slalom skiers up.
For tubing at 350LBS that engine should work fine since what you are probably looking for in tubing fun is a bit different than what a smaller (most likely younger) person is looking for in tubing fun.
