Have a 12ft w/ a Tohatsu 30HP 4-stroke Engine & Hydralic Steering , however located at Stonington, if I stay close enough to land until crossing to Port Jeff can I make it between waves, wake, etc? ?

Depends entirely on the weather. Pick a good weather day and it will be very easy. I cruised the length of it early in June 2019 and it was flat as a pond the whole day.
Questions like yours have to be measured on the risk/reward scale. Assess the risk then figure out what the reward is and you will have your decision. Example:
If the water is smooth and it's a beautiful day for the trip, the reward in going will be the pleasure of making it and knowing you have done it and can do it again.
If the water is rough or a lot of wakes from other boats, IMO there is no way in hell I would take that trip. The risk could be too great and the potential for loss of life is too great.
