I’m having trouble starting my boat unless I advance the throttle in neutral after it’s been running like when switching skiers or changing from wakeboard to tubing or after a much break. Basically any time it’s been shut off for a few minutes. This is what has been done so far. Replace fuel pump, replace iac, replace fuel regulator, new spark plugs and wires, removed all injectors and had them tested and cleaned. I discovered by accident that if I disconnect the hose that goes from the pcv valve to the intake manifold it starts right up but idles high. The pcv valve is not new but seems to be working properly I can suck air through it and not blow air through it. When I shake it the plunger seems to be moving. I’m out of ideas do anyone have any insight? Once the boat starts it idles and runs perfectly.

Welcome aboard.
PCV valves are cheap, even in boat bucks so it really wouldn't hurt to throw one in there.
What it really sound like to me is a vacuum leak of some kind.. maybe even in the PCV line.
Guessing when you changed the plugs and wires you check the timing was good.

Sounds to me like the IAC wiring has intermittent open or your new IAC is no good. By removing the PCV hose or opening the throttle, you basically created an air source that the IAC should be providing.
