My boat has a pair of these at the bow, Skene(?) bow chocks.

I've never had a boat with them before and don't have a clue how to use them. I'm assuming they are there to tie off the anchor line, but not sure the correct usage.

Are they just a guide to keep the line on a specific side, and then fasten it with a cleat?

Note date, May 18th, this probably qualifies for dumbest question of the day.

Yes, fasten the line to a cleat and run the line through the chock.

Half, not a dumb question at all.

Let me give you the full scoop on the chocks. rofl The purpose of the chocks is to keep the a line from rubbing against the gelcoat. Let's say you anchored (without chocks). As the boat swings due to waves and wind, the rode will be rubbing against the gelcoat. With the chocks, the line is held fast in the chock and not allowed to come in contact with the gelcoat.

Thanks guys, I thought it might be that way, but they have such a peculiar shape to them I thought maybe there is a new knot I need to learn to tie the anchor line with 8-)

Bow chock is used for writing on the bow. Similar to sidewalk chock.
