Yeah, let me tell you about Frank's Tract... I've been around the Delta long enough to know to avoid it like the plague. But... After enjoying the Frozen Bun Run on Bethel Island one January 1st, my uncle was in his boat with his family and I was in mine with a girlfriend. He had a 25' Apollo, and I had a 22' Bayliner Skagit. When we decided to pull anchor and head for a late breakfast (a tradition for us), I was ready to head over to our usual spot, but my uncle wanted to go to Moore's Riverboat instead. He pulled rank on me, so off we went. I went to go my usual route (safe and sane), but my uncle called me on the radio (pre-cell phones) and told me to follow him. I tried to voice my concerns about crossing Frank's Tract, but it fell on deaf ears. I respected my "elder" and followed him. OK... He is in a longer and heavier boat than mine. Therefore, he should draw more water than me. Right? Well, about five minutes into the tract, I was following his same path when BOOM!!! Yep, I struck a piling (there are still plenty of them out there from the telephone poles back in the day). I never saw it, but I sure did feel it. It literally took off two of the three blades of my Volvo's prop. The impact was so hard that the timber was embedded into the cracks and breaks of the prop. Needless to say, he blamed ME for ruining a nice breakfast and towed me back to Bethel Island. $175 later, I was back up and running with a new prop. Running to my home port! Just as Quint said that he'd never put on another life jacket, I swore off of ever crossing Frank's Tract again!

So the other "islands" on the chart are actually lower than the water level and only there by the grace of 150 year old dirt levies built by chineese immigrant labor? Isn't there a bond measure on the November ballot to bolster and repair a lot of the main levies in the delta (near all the new, partially occupied housing developments)? EDIT: Mark, where was it they you were doing the water sports? EDIT: I've seen too many folks use (so-called) entrances to Mildred with sad results. There is only ONE actual entrance. The other "openings" are actually eroded levee spots.
So where is the ONE actual entrance?

Proponents: Don Perata and Michael J. Machado
Authorizes $6,835,000,000 in bonds paid from state’s General Fund for water related projects. Allocates approximately 29% to statewide water supply reliability projects including conservation, reclamation, distribution, storage and restoration. Allocates approximately 35% to Sacramento-San Joaquin delta sustainability projects including ecosystem improvements. Allocates approximately 16% to statewide conservation and pollution cleanup projects including ecosystem and urban watershed protection and restoration. Allocates approximately 16% statewide to prevent or reduce contamination of groundwater that serves as a source of drinking water. Allocates approximately 4% to statewide water recycling projects. Good and bad. We don't stradle the state with more debt, but we don't get needed infrastructure improvements.
