When I lived in PA, the road in front of our house was dirt. they used to "tar and chip" right in front of everyone's house to keep the dust down. Not sure why they'd do it on a real road.

Once when I took my boat up to LVM for winterizing they had chip sealed the road leading into Lake Viking. Slowest I've ever driven with my boat. Even then I had to get out the bug and tar remover once I brought the boat home.
