I find it hard to believe, but the government actually did something efficient. NOAA puts out notices about chart changes, but not everyone can get to them. And often the regular charts will be way behind the existing situations. NOAA has struck a deal with a private company that will allow them to print and sell to the public, up-to-date charts that include all the latest notices.
