It is probably the Victoria out of Canada. They have four of them, and one is based in the pacific side. The ensign could be signifying something else.

I also used one of the aftermarket books for my engine. (Merc 5.0) It had alot of helpful information and great pictures showing what they were talking about. That might be an option if you didn't get one or can't locate yours.

According the the flag chart that Kelly posted, it would be from Iran. It is probably a variant of the Kilo class sub. Some characteristics make me wonder if it could be the 4th generation Amur class, but they have diving planes on the sail. Iran

It was just off of Point Loma; about 6 miles out. It looks very similar to an Australian SSK sub, but not quite exact.
